The original founding contract attested by the notary public
Original certificate of bank deposit, issued by a bank operating in the country in the case of partnership only
Photocopy of the passport + civil registration for UAE nationals
Photocopy of the passport + no objection letter from the sponsor (for expatriates)
Service agent’s contract
Photocopy of attested rent contract
Approval of other government agencies depending on the activity. These agencies and departments are:
 
Ministry of Information and Culture: printing press, video shops, bookshops, computer software, silkscreen, advertising and publicity, TV production, concert organization
Ministry of Education and Youths: Private schools and institute, sports training centers, sports services companies
Ministry of Health: private hospitals, clinics, pharmacies, pharmaceutical stores, optical products, pharmaceutical factories, medicine, herbs and cosmetics importing firms, fitness, health and massage centers, sports training centers
Ministry of Agriculture and Fisheries: Farms, trading companies in fodder, plants, flowers, organic fertilizers, pets, endangered animals and predatory birds, fish import trade
Ministry of Economy: accountants, insurance and re-insurance, foreign companies and company branches
Department of Justice: law office, legal translation offices
Traffic Committee: transportation, sewerage services
Police Directorate: gold, banks, stamp and key making, karate training and weights centers, used furniture buy and sell shops
Central Bank: Banks, stock trade, bourse
Civil Defense: Companies dealing in fire fighting equipment, factories
Civil Aviation: travel and tourism, cargo and air customs clearance, air cargo companies, aviation training, aerial surveys, aircraft lease
Ports: cargo, customs clearance, maritime navigation, ship repair and marine engineering, ship catering, air transportation, ship and ship trade agents
Ministry of Communications: maintenance of wire and wireless equipment trade and maintenance companies
Ministry of Higher Education: University services, private universities
Ministry of labor and Social Affairs: nurseries, labor import companies, nannies
Awqaf: Haj and Omra, Holy Quran learning centers, charity centers
General Postal Authority: express post, document delivery
Central Finance: Foreign banks
The Sharjah Chamber of Commerce and Industry: exhibition organization
Department of Planning: farms (in some areas), surveyors’ licensing
Communications: contractor’s networks in the field of communications
Human Services: Health Section at the Municipality: foodstuff licenses, fitness
Pest Control at the Municipality: pest control, cleaning services for buildings
Finance Section at the Municipality: rent of sites at municipality markets
Environment Section at the Municipality: trade in chemicals, factories, workshops
Fourth: Procedures to Obtain Membership in the Sharjah Chamber of Commerce and Industry:

This is done through the following:
Providing all required information in the membership application, to be obtained from the membership section.
The following documents are needed:
Photocopy of the trade name certificate
Photocopy of the Department of Economic Development with a red seal
Photocopy of the partnership contract, attested and endorsed
Photocopy of the rent contract, attested by the Municipality
Photocopy of passport and civil registration for UAE nationals and expatriates
An official document that shows authorization and partner’s card or the manager’s card duly attested, in addition to the passport photocopy of the authorized person, photocopy of attested and endorsed no objection letter for the expatriate partner
Documents to be submitted to the membership section, where the category of membership and fees are specified
Fees are paid and the license applicant obtains the chamber membership document on the same day
A photocopy of the chamber membership document is presented to the Department of Economic Development to obtain the original from the specialized section. With this all completed, the trade, industrial or professional establishment can start its activities in Sharjah, with the license granted for one year, which can be renewed in accordance with a set of rules and regulations
The Investor’s Relation with the Labor and Social Affairs Office in Sharjah:
First: Basic Conditions to Grant Work Permits for Professional and Occupational Investor Categories:

In ministerial decision no 12 of 1992, the Ministry of Labor and Social Affairs has stipulated the presence of a UAE national partner or service agent in accordance with the followed rules and regulations.

For the Investor:

Applications are accepted from UAE national businessmen to accept their sponsored partners who practice with them or under their sponsorship trade or service activities in accordance with the following:
For the Investor:
The application has to be submitted by the partner or the local sponsor or the authorized person
Partnership contract attested by the Ministry of Economy and Trade
License issued by the specialized department to practice certain activities
The non-local investor or partner has to have a residence or visit visa in the UAE or visas from an AGCC state
The non-local partner or the investor must be medically fit, and a letter to this effect must be obtained from the Ministry of Health
After satisfying these requirements, a work license (labor card) is issued by the labor department carrying the title: business partner or sponsored investor.

Professional:

The labor departments working under the ministry accept professional and occupational applications submitted by the partner, the sponsor or the local service agent in accordance with the following rules:
Professional:
The expatriate has to have a visa (residence or visit)
He has to have a license from an authorized agency in the country to practice a profession or an occupation like: the Ministry of Health, Ministry of Justice, Ministry of Education, Ministry of Information and Culture or any specialized federal agency
He has to obtain a license from the department concerned depending on the business
He has to get a membership certificate from the Sharjah Chamber of Commerce and Industry
He has to be medically fit with a letter from the Health Ministry
After satisfying these conditions, a labor card is issued carrying the specified title and the phrase that the person works for no wage.
Second: Documents Required to Obtain an Establishment Card:
Establishment card application and a signature endorsement card
For the UAE citizen: photocopy of the passport and the civil registration. For the expatriate: photocopy of the passport
Photocopies of: chamber membership certificate, commercial registration at the Department of Economic Development, rent contract and a list of licenses that the UAE national has from the Department of Economic Development
Photocopy of the attested partnership contract
Drawing of the location and stamp of the commercial establishment
Later, the application is scrutinized by the authentication section.
